I need help to buy a new phone

Hello i would like to buy moto g and wanted to ask which is better 16GB version or 4G version? 

and in My country (estonia) only one shop sells this phone at price of 222€ 4G and 199€ 16GB but in amazon

it sells at 219$ 4G and 199$ 16gb global and i wanted to ask if i buy from amazon will it work in Estonia.'

I mean like can i connect to internet and make calls my operator supports 3g and 4g but will the phone work here.

Its SAR is about 1.06-1.17 W/kg.Not good for your health.
