Can't install windows

Hello I am helping a friend build a PC. When I get to the windows installation part it gets stuck at the setup is starting screen I tried this with windows 7 as well.

Have you tried just waiting for a while? Maybe it just needs some time to get through it. Otherwise I guess it could be a bad drive or install disc.

We waited for a whole day. Plus we tried installing windows 7 with a USB

Check your BIOS has nothing weird going on like AHCI and the like as some settings can disagree with windows installer.
