System stuttering

First off

I am very new to linustechtips and would like to start off by saying hi to everyone here.

 

Second,

I recently made the switch from Windows 7 to WIndows 8.1, and after the switch i start to notice some system stuttering (mouse lagging, video lagging...etc) whenever i watch youtube for example. 

 

This doesn't happen in game however, most game runs pretty smoothly in setup (i tend to crank the setting down to keep the FPS high), so im not exactly sure what is the cause of it? out of pure guess, i probably need to re install my OS since it never happens back in Windows 7.

 

I don't think my PC setup is bottle-necking me, but then again i am not 100% sure.

Simply check two things:

1.) Check the refresh rate of your screen and make sure it's selected to the correct one.

(This can be found by right clicking on your desktop/ Screen properties/ Advanced/ Monitor/ refresh rate.)

Or else

2.) Uninstall, then reinstall your NV drivers. Could be causing some issues. If nothing changes after that then check flash player drivers or hardware readouts for any chance of high temps causing throttling.

After the steps the guy gave you, you might want to experiment on system event timers, HPET something like that, I forgot, just google it. There are some reports of it addressing and/or causing such issues.

 

Question: Did you just upgrade Win7 to Win8.1 or you did a fresh install of Win8.1?

There could be something there that went wrong or something. Maybe you need a fresh install.

 

Do a healthy system cleanup and defrag before any of the above I said, then restart. You might want to repeat just in case :P

How I plan my builds -

For me I start with the "There's no way I'm not gonna spend $1,000 on a system."

Followed by the "Wow I need to buy the OS for a $100!?"

Then "Let's start with the 'best budget GPU' and 'best budget CPU' that actually fits what I think is my budget."

Realizing my budget is a lot less, I work my way to "I think these new games will run on a cheap ass CPU."

Then end with "The new parts launching next year is probably gonna be better and faster for the same price so I'll just buy next year."
