How, notification by what? how is it enabled, disabled and customized?

Yes.... It's always done that.

If you have an android (i'm not sure about iOS), i'm pretty sure the Steam app will send you a notification when a wishlist item goes on sale

Shouldn't it automatically be in the emails they send when it goes on sale?

It was indeed enabled by default, login in the wbesite was too difficult.

I found it in purchase history

It sends notifications by email when wishlist games go down in price.
