depends what you do but if you can afford the I7 go for that.

which games and which applications?

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.

What is your budget? I guess since you have either option it's around $300-380 dollars. I would recommend the 4970K over the FX-9590, this chip (the FX9590 runs hot! even hotter then a 2011 cpu)

4790k unless you don't have a boiler to heat your home, in that case get a 9590 and leave the side panel open in the winter with the fans pushing air out of the case, it will keep your room nice and warm. :P

noone buys the 9590 (its the cpu version of a titan z), you need to compare 4770k and 8320 bang for buck really  those are cpu's people actually buy, fwiw 4790k is an overclocked 4770k.
