Horrible overclocker?

I recently bought HIS r9 280x that is clocked at 1050/1500. In afterburner i set voltage to 1250mV and power target to +20%. The max i got out of the card was 1130/1530. I'm testing with heaven benchmark with quality on ultra, tessellation on extreme and AA off. If i go for 1140 on the core the benchmark crashes. Is there anything i can do?

Well HIS is not the best board manufacturer out there, you could try to underclock the memory and see if that helps
