PC Power Button Problems

Whenever I plug in the power cable to the wall, the PC automatically turns on but can't turn off unless you hold the button, but whenever you let go of the power button, the PC just turns back on. It doesn't boot to a BIOS when it turns on automatically either. The monitor just says 'Going to sleep'. Please help.

 

Edit: there is no manual off switch thing on the PSU.

It's an old motherboard with a Pentium 4 on it. Also, the PSU is an off brand that came w/ the case. But the PSU isn't the problem.

check in the bios settings if the system is enabled to restart when power is lost
