No 120 USD is not realistic. You can't do it in a proper way... most heatsinks for GPUs are around 100USD and CPU heatsinks go from 55-150 USD.

 

Save your money until you have at least 500 USD in order to do that in a recommended way. And save yourself a lot of hustle and nerves.

 

Custom water cooling is more applicable if you have a bigger budget. Besides that, why are you looking for a custom cooled loop? Just for style?
