Ivy-E can go to 1.4v or around 85c with small jumps to 90c (that happens).

 

Whichever comes first.

 

1.33v seems awfully high for 4GHz- is this the lowest voltage it's stable?

guess i'm gonna make a few attempts more later on and see if i can get it to 4.1 with ht enable

yeah lower is just bsod before i can boot up windows
and 1.330 was i could boot up windows but under load it bsod

Well, it's still a haswell CPU so there are a few things that you could try: lowering your ram frequency to 1600MHz if it is higher and manually setting the cache to stock settings. That can actually work wonders, give it a try if you have the time.

1.4 volts max. It is an intel enthuists chip after all, not a mainstream chip like a 4690K or the other ones.
keep temps as cool as possible max I would feel safe with would be 85c

as to why it is a poor overclocker, have you done any overclocking with your RAM. if so. put it back to default and see if that helps.

not sure if it is availbe in your area, but check it out all the same.
but you could have just a bum chip. It happens. -_-
