Torchlight 2 low framerate

I have always had this problem but in Torchlight 2 I have really low GPU utilization and a low framerate. I think it is time I got this fixed so does anyone know of a fix that can help get me to 60fps. My PC is easily capable of running the game at 60Hz but it seems to be badly optimized as my GPU usage hovers around 15% and my CPU is also barely used.

Try uninstalling and updating your drivers, that usually fixes most graphical problems for me.

I don't think it's me. I am just wandering if there is a fix or some optimal settings that can be around. I did see a fix that reduces the amount of particles but that isn't really a fix but rather just lowering the fidelity.
