Can you please list the brand and model number of all major system components?

Motherboard

CPU

RAM

PSU

SSD

HDD(s)

etc

We're gonna need more information to help you. Sounds like you're using an older system and you need SATA drivers, but there could be other explanations.

in the windows setup it is telling me "Windows cannot be installed to this disk. this computer's hardware may not support booting to this disk. ensure that the disk's controller is enabled in the computer's BIOS menu." is it possibly due to the fact i am using an external disk reader and have it set to boot to the usb?

That could potentially cause issues for an Install, most definitely. Why are you not using the onboard SATA controller internally?

i dont have an internal disk reader.

Okay I think I may have misunderstood you. When you say you're using an "external disk reader", do you mean the Optical Disc Drive (DVD Drive, Blu-Ray Drive, etc)?

If so, that *shouldn't* cause any issues. However, if you have a 4GB+ USB stick, I highly recommend downloading the Windows ISO and making the USB Stick a Bootable Windows Installer.

http://images2.store.microsoft.com/prod/clustera/framework/w7udt/1.0/en-us/Windows7-USB-DVD-tool.exe

Download and install that program. Then plug in a USB Stick that is bigger than the Windows ISO File (4GB usually works, 8GB is definitely big enough), and use the program to select both the ISO file and the USB Stick.

Guide is here:

http://www.microsoftstore.com/store/msusa/html/pbPage.Help_Win7_usbdvd_dwnTool

Also you didn't mention what version of Windows you're installing. That tool works with both Windows 7 and Windows 8. The DVD you're currently using, is it a store bought Disc or is it a burned DVD?

Finally, here are the SATA Drivers for your Motherboard:

http://download.msi.com/dvr_exe/intel_rapid_storage_9.zip

Download that zip file and unzip it into a folder on the same USB Stick (Call the folder SATA Drivers or something). Just in case it actually is a driver issue.

Try going to here:

http://windows.microsoft.com/en-gb/windows-8/upgrade-product-key-only

I know it says upgrade only, but it should work with your full key as well. Select Windows 8.1, and follow the onscreen instructions to download the ISO. Once it's downloaded, use the Windows 7 USB Boot tool I recommended earlier.

FYI The installation process will also be MUCH faster via USB when compared to a DVD.

that only works if i am on the computer i am currently trying to install on

Hmm well it *should* work on any computer. Well, in this case, I would skip downloading the ISO.

For now, try downloading and extracting those MSI Drivers I linked onto a USB stick, and then plug in the USB stick before you power on the computer.

Next, use your store bought Windows 8 DVD in the same manner you were doing. If it won't launch, try a different USB port.

Do you have your USB drive in as well as the CD? Remove the USB. Just boot using the CD.
