Games are stuttering

All of my games from Steam have been stuttering whenever I play them, sometimes it flat out freezes for a few seconds and other times it frame skips.

 

Is my GPU dying? Bad Driver?

 

EDIT: Youtube videos are stutterign now too.

why do so many good cases only come in black and white

That does sound like a graphics problem, if you haven't already then install the latest drivers for your card and if that doesn't work I really don't know what to say as I am not very experienced in this field.

I am using the latest driver from Sapphire's website

 

the card is this btw http://www.newegg.com/Product/Product.aspx?Item=N82E16814202011

I will suggest getting the AMD 14.4 driver

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.
