My friend and I were re-cable managing his pc and once we tried to turn it on the power led flicked on then back of really quickly, His mouse's lights did the same thing, but the fans didn't start spinning and the monitor didn't turn on.  We think we may have messed up the front panel connectors and have now tried two combinations.  We tried how MSI does it on one of their videos, and we tried it how the mobo told us to (though it was a horrible guide that was hard to read, thanks msi) so we're thinking we may have short circuited something when it was plugged in improperly...? Thanks in advance!

do a quick check of the power cables

 

the plugs are keyed so there is little chance of inserting them wrongly

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.

What pc specs? 

 

Ensure all the power cables are securely plugged in.

Does the MB light up?

Did you plug in the 24pin power and the 4/6/8 pin power connector? 

 

And try to make sure you plugged the front panel connectors correctly. they dont matter when starting the pc etc, it just allows you to use the pc button. If the MB has a button to power on use that, if not you can try to jump start it by connecting the circuit on the front side panel.

 

Also check the actual PSU power cable that plugs into the PSU, it could be loose a but and not giving enough power
