Wondering whether I should go with a 4670K and overclock, or go with a Devil's Canyon 4690 for the slightly faster speed and lower temperatures (overall better tech) but not overclock?

I did originally consider that, but I'd have to then also get a Z97 motherboard though. I'm already stretching my budget quite a bit, I wouldn't be able to stretch it any further.

Hmm. I personally believe it's worth going for the overclocking option. I did some reworking of your build and managed to fit Z97 and a 4690K (from my experience they seem worth it thermal/oc wise). You can also run the 4690K in Z87 boards if they're cheaper to get- however I'd probably pick up an ASUS for the USB BIOS Flashback that doesn't require the board to actually power on (as if CPU isn't supported odds are it won't). I'm not sure if other vendors have this feature or not.
