If I'm getting a fully modular power supply that comes with those flat black cables, including the 24 and 8 pin EPS, could I spray paint them all white? Would the paint bend with the cables or would it crack and look bad? I'm already getting the paint in order to paint some fan grills than I'm getting, and it's a universal paint so it comes with primer in it and works on any (or most) surfaces.

I'd recommend sleeving them if I were you. I don't think it would come out very well on such a small surface.

Yeah, but I would get custom sleeved cables. Companies like Corsair and EVGA have custom cable packages. If it's the RM series you're talking about (since they have ribbon cables), then Corsair has this: http://www.corsair.com/en-ca/professional-individually-sleeved-dc-cable-kit-type-3-generation-2-white

It should work with other PSUs too... an 8-pin female to male is pretty much the same all around. There is gauge but it doesn't matter that much.

You could technically do it, and if you already have the paint, why not try it? I don't believe it will hurt anything.

Although, I'd recommend (as stated above) that you either sleeve your candles your self, get someone else to do it, or just buy a pre-sleeved package from what ever company the PSU is from.

I can guarantee you that this is a bad idea, the paint will wear off, crack, and just make a mess. You may be able to get away with spray on plastidip but getting an even coat on it will be very very hard.

I would spend the money on extension or custom made cables instead. You can even give it a go yourself with some paracord to start with as it doesnt cost much to get started that way.
