So I have most of my parts for a 2011 build, mostly for video editing, photo editing, 3D work and well of course gaming. Now my problem is should I get an I7 3820 now which is cheap and get Ivy E in September which is rumored to be 10-25% better or get a heavy eater 3930K. I don't mind getting the 3820 as it is better then the 3770K with also an easy overclock to 4.6. So whats your opinion guys if you were stuck in my position. 

3820 now then 4930K or
3930K and get the build done and over with. (Note: This has a custom water cooling loop, well not atm but when some other parts arrived)

I would also advise you to wait if you can. 
The Sandy Bridge E CPUs are now almost two years old, so I would wait and see what else Intel will bring to the table with Ivy E. 
 

You can always just sell the 3820 after using it till Ivy E comes out! Or you can build up another rig it you have the money.

You will hit 4.6 pretty easily if you have good cooling and a good motherboard!
The 3820 has a max TDP of 130W so it will heat up faster than the 1155 CPUs which have a TDP of 95W or less. Keep a close eye on the temps when overclocking!

I would go the ivy bridge e route. Do you have to build the computer now? It seems like you could wait, and save the money by not buying the 3820, and also you could see what the GTX 7xx options are. 

I don't have to build it now as i am not in a hurry and I was thinking of going for the 700 series aswell cause then i could now game on multiple monitors as apparently they will have 4-6gb ram, according to the leak specs

if you choose to wait, i'd wait until the second revision (C2 stepping)

 

I chose not to wait because i needed a computer kind of a couple of weeks ago so i chose to go with the 3930k

- I regret it only a little bit, but i had no choice because i didnt want to buy a crappy computer that simply worked and then buy the 4930k
