Really Bad Stutter

So yea... Recently I have gone furious over this issue when a song or a video playing just stutters and lags like crazzzzzzyyyyy whenever I load a new webpage or click a link... even youtube videos do it.. 

 

I think my RAM is dying or something... Any idea guys ?

ON A 7 MONTH BREAK FROM THESE LTT FORUMS. WILL BE BACK ON NOVEMBER 5th.
