Gaming Network

Has anyone heard of or used a specific "Gaming Network"?  I saw this in passing and forgot to right down the business's information.  It was a company (I believe) that claimed by using their network you could potentially bounce off of fewer routers to potentially lower your ping.  Has anyone seen this advertisement? Used it? Scam? They also showed a map of someone that may be in the US trying to play in a Euro server (if that rings any bells). Sorry for the lack of details.
