Chrome is Stuttering

On my new laptop, chrome is stuttering. When I try to play a video it's nearly impossible to watch as the video is always stuttering while the audio is fine. I look at my GPU load and CPU load and it's all very low. RAM and disk are low as well. 

 

Anyone have any ideas? Is it a problem with my laptop?

this might work.

goto chrome:\\plugins

then disable one of the flash plugins if you have two of them

restart chrome
