HWMonitor, OpenHardwareMonitor. Vram temps aren't really accurate though and shouldn't cause things like that. Are other temps staying low? Any processes that could cause this? Have you run virus scans and system cleaners (CCleaner etc)?

the pc is slow since the first startup...when i am back home I will measure the Volts of the cpu and see if they are ok. On th internet it said that the cpu should run 1,05-1,5Volts

Volts for cpu and vram temps aren't so much related. I'm sorry if I understand your meaning someway wrong here. Volts on cpueffect on cpu temps. Vram temps should stay constant and be independent. If they do heatup, it may be because of poor overall airflow inside case. Or mobo dying which would also explain pc being laggy. But to that relates other stuff too like HDD health, ram errors etc.

I am confused. Is it VRM or VRAM?

Because if there are heatsinks on your mobo's vrm then it should be fine. You only need a good case temp.

And the VRAM, those are cooled by incidental air from the graphics card's fan.

Why? What happened?

ok...So in 2011 we bought a pc, it is extremely slow, its hardware is good enough, no bottlenecks, for no reason the cpu is at 100% very fast. Alreaedy did a RAm and HDD scan. It cant be the CPU because before the current cpu we had the 2 core version and both had this problem and I am sure its something with the mobo.

first we had the AMD Athlon II X2 645 3,1Ghz

then we upgraded to the AMD Athlon II X4 645 3,1Ghz

What  is your ram , your hdd, and your graphics card(yeah I just want to know, I know that this isn't the reason why ur pc is slow now)?
What programs run at startup? You said it is so slow  even if it had just boot up. What antivirus software do you have installed on your computer? Only 1 antimalware software?
Can you show a pic of your startup programs list in taskmanager(if its Win 8) or in msconfig if its Win7 and might as well a pic of all your installed programs? I believe you don't install crap like those sh*tt* toolbars.

Or maybe your Athlon II X4 is being throttled because it is overheating?

So it is slow even it's a fresh Windows installation. Is your Windows cracked? or not genuine?

We have the same graphics card, cooling sucks, just one fan.

When I first bought my computer, after a month my system was hanging.

It was my mobo's fault so I warrantied it. Let me see a pic of realtemp running.

EDIT: Boot in safemode. If it is still super slow, it's definitely hardware or your Windows but mostly hardware.

already tried safe mode, It cant be something else, thats the second cpu on the mobo, seagate tool says that the hdd works fine, and the memtest was ok too. Windows is not cracked. It can only be the mobo, the PSU is good enough with its 500 Watts

We already have reinstalled windows in recovery mode, because i changed the Boot up mode to 4 cores :P, thatw as kinda stupid of me but nothing has changed

Yeah if you could only borrow a compatible motherboard and I think it's the motherboard after the checkups you did. That's pretty annoying haha.

I will get the AMD Athlon 760K and the MSI A78M-E45 Mainboard Sockel FM2+

for gaming with a middle class Gpu its no problem

My brother runs Payday 2 on a cousins PC with AMD Athlon 3000+ X2 2Ghz without lags (gtx260)
