780ti Image quality problem

Hello, i have recently upgraded to a 780ti from a 7970 and changed my os from windows 7 to 8.1 the problem i am experiencing is that even though i max out anti aliasing in games i get these jagged edges that move as if they are breathing, at first i thought AA wasn't working but when i turned AA on and off in some of the games i play there is a difference but the jagged edges that move are still there, i was also watching a youtube video and i noticed the same edges i get in games in youtube videos so i guess its an image quality problem can anyone help me? Sorry for the bad english.

Watching movies on vlc i don't have any image quality problems, but as soon as i play a game or watch something on youtube i get jaggies with waterfall effects.

337.88 i have also tried other drives this is driving me crazy.

Tried different cables issue is not solved, i will try installing windows 7 and see how that goes.

Installed windows 7 same problem, deleted nvidia drivers removed 780ti put back my old 7970 installed amd drivers and guess what same problems i never had this problem on my system i guess the gpu is fine ill take both of my gpu's to a friend tomorrow so he can test them on his system since i don't have another computer to be sure that nothing is wrong with the cards.

Did you delete all AMD and Nvidia files and registries?
