It's the "Games for live" installer.It should also install xlive.dll.

Sorry for being paranoid, but could i get an explanation of what it is? I'd rather not download random odds and ends from the internet and risk a virus.

Download this mod : http://www.nexusmods.com/fallout3/mods/1086/?

It will disable Fallout's dependency on the Windows Live thingy.

It's the "Games for live" installer.

 

Microsoft's "steam". Not exactly the best software but it's required for games like fallout 3. You can get a mod that removes it's necessity though.

One of the mods i have disables it. I just wanted to test my fresh install of the game before modding :)
