GPU underclocking itself in game

so i have noticed when im playing a game (skyrim and borderlands 2 are the ones i really noticed it in) that my GPU (Evga 760) almost always makes itself go to the base clock, and i have no clue what this is from.

 

why does this happen ?

Does that make game to lag or something like that?

and yes, it makes the game slow, skyrim moreso then borderlands 2 (for some reason, and i don't even have mods installed yet)

 

 

and, also, i have an overclock set for +150 GPU Clock,  +600 Mem clock, if this has to do with the issue.

 

even turning the OC off doesn't help, it still doesn't go to the boost clock.
