modern motherboards and some old ones have the option to boot from USB by selecting a USB device as the primary boot device in BIOS/UEFI

 

you need that feature to boot to a portable OS or installer.

no, but I'll tell you it's a simple process and can't take more than 30 seconds for you to find on google for any specific motherboard or BIOS, it's not rare or complicated knowledge.
