I don't know of any such programs that operate offline, I know that Windows Update can do this when online though.

To be honest the way I do it is to just google pieces of hardware with the word 'driver' and usually that will get me a link to the product's support page where the sweet sweet latest drivers await.

i know but in some cases like mine i got hp 450 notebook and the hp driver page is a hassle

it takes ages to download one driver and it doesn't work it makes me mad when u only have 59 kbps ":C

and 99 % of the case it doesn't work

Have you try Driverpack Solution? The offline driver is huge though. http://drp.su/download.htm

There's no software which can tell if you have latest version or not if it can't connect to internet. For laptops its better to use manufacturers main software/center for checking updates. I personally don't trust any driver sweeper/updater because of bad experience.
