Getting surprisingly high temps running my 3930k stock and lower voltage. What could the problem be?  Coolgate 480mm Radiator with a phobya  uc-2 block. I have flushed out my loop twice and cleaned the block with no luck.  Would i need to try a different block for it?

Put cpu on a separate loop from video cards to see if it would make a difference

You have explained nothing in this post but from the little explanation you have given I think the top back tube in the picture has a kink at the fitting. Other than that i have no ides what you mean by over heating those temperatures look great.
