help on mac restart

so i back up my hdd to external drive because im going to erase the os and reinstall it and i trie to turn off and on(i don't know the word of that process in english sorry)and the mac takes forever to do that and simply doesn't and when i click the shut down button it says "computer already being shutdown"

Need help fast
