You should see a very good bump in performance with a 9070 XT. I would not bother with the older AMD cards as they are locking new features (that the cards are totally capable of running) out of the new FSR features that the 9000 cards are getting.

 

If you want longer term driver support I would say consider the RTX 5070ti but the 9070XT will save you some money.

 

I would say keep an eye out for bundles that your local retailers provide. I know Memory Express in Canada tends to have decent GPU + PSU bundles.

Hello, I am looking for gpu recommendations. I mostly play Kerbal space program with a whole lot of intensive mods (rss, ro, various visual mods). I would like an AMD because I’m on Linux, but I am currently on a 4060 and it’s worked fine so I wouldn’t be completely against Nvidia. I was looking at the 9070xt and 7900xtx, the xtx’s vram looks enticing but I don’t think it’s work 400$ for minimal gains otherwise. Budget:700-1200usd

yeah, if you have a "who knows" 650w power supply as your description is saying 
than you definitely want a new one for 9070xt .
(look for atx 3.0-3.1 certified 850w gold units with 7-10 years of warranty -
as a general rule of thumb those should fall into a A or B quality tier mostly)
