When I am playing games, when I look a certain way. Random items/buildings/things pop up in the wrong place, or in minecraft black bars flash in and out. (See Attachment) Is this a GPU Hardware issue or Driver/Software issue? Also this is a new card for a recent build.

Can you try another game.

It might be a problem with the game itself. 

 

Do the lines appear on the desktop?

That happens to me sometimes when I'm using a SEUS shaderpack, but it only occurs in water. Sometimes it glitches and looks weird. Upon switching shaderpacks to another one I like, it is gone.

 

I would recommend trying another resource pack, but you use default (unfortunately, there are some great resource packs out there)

 

If your PC is custom-built, and you somehow have another GPU laying around (I have a few myself :P), try it, and if the problem persists, your graphics card may be 'broken.'

 

Has this been happening for the extent of your PC's life, or did it just start happening?

I just built the pc a week ago, so the entire time.

Have you contacted your GPU's manufacturer about possibly setting up an RMA? Basically, if it's still covered, you will send in your possibly faulty card, and they will send you a new one. First, just do a few more tests to make sure it's actually the GPU causing the problem.

I bought it off of newegg and its a R9 280X, how would I do that? Call Newegg or Asus?
