Power supply isn't an issue, I have a 5700x, 1tb m2, 2x8gb 3600 16gb total. I have local choice (1hr drive) between rx6600 8gb for $150. 4 months of use or a 2080 super 8gb for $200. Guy just redid thermal pads and thermal paste. PC mainly used for gaming for demanding application.

I would get the 2080 Super.  The performance increase is worth 50 bucks more in my opinion.

There are a few benchmark videos on youtube if you want to look up the difference. Here is one.

I'd pay the 50 bucks extra for that increase in performance, it will also last you longer in modern games than a 6600.

I actually had a 2080 Super for a while, what a lovely card.
