So I could just be wrong but I've checked and my gpu I've never seen go past 60c cpu 45c and gpu memory 77c yet towards the late game of some of my games I mostly play simulation games like stellaries eu5 and stuff like that they slow down considerably even though the usage and temps are still low compared to what they can hit safely so am I just stupid and not taking something into account or is there something I can do to fix this 

 

My system has a Radeon rx 9060 xt

,ryzen 7 9800x3d, corsair rm850x 850 watts power supply, g skill flare x5 32gb ddr5 6000, samsung 990 pro 2tb ssd

Look at useage, not temps. What is your GPU useage showing and what is your CPU use showing (per core)?

Even when I'm not maxing out usage cause even if there is a lot to calculate if there is still more to give shouldn't it be able to or is it limited by the games code

Game engine limits. Usually one core is being maxed and thats about it. On x3d chips the games run great and often dont even max a core but run into game code limits.

60% overall? Did you check each core? For example, if you have two cores, one at 100% and the other at 0%, windows can show it as 50% but you will be having a bad experience.
