I'm helping someone fix their computer and I'm wondering if I can get some people's opinions.

They were playing on their computer but it kept overheating and would shut off after 15-ish minutes and then they realized that they needed to put thermal paste on, then it became completely unresponsive after they put on the thermal paste.

I checked to make sure none of the pins on the motherboard were bent in case they for some reason took the CPU out, The power button doesn't have issues, I checked the RAM, and so I'm thinking it's a dead CPU. I also think it could be the power supply because it's completely unresponsive.

That description is pretty messy. We know very little.

What computer, made of which parts ?

"they needed to put thermal paste on" where ? (I know where but do you ?)

"then it became completely unresponsive" probably something was connected wrongly

"I'm thinking it's a dead CPU" I doubt it, usually stuff dies when you mishandle it, not when you try to fix it

It has a i5 11th gen, ATX-PR600W PSU, asrock b550 m-c, 16 GB ddr4 3200. they forgot to put thermal paste on the CPU, I checked all the connections (24 pin, CPU, AIO)

No x86 cpu in the last 20 years at least will cook itself in that manner due to built in thermal protection. Not likely the problem, or at least a dead cpu for that reason is highly unlikely.
