So normally I get something like 20-60 ping to most servers, then randomly for about 5 minutes all the way to 2 hours sometimes I get huge spikes all the way to 200+ to local servers that normally get 20... I noticed this when I was using Comcast as my internet provider and then when I switched to AT&T. Anyone know why, I tried searching online but couldn't find anything.

I'm wired in, so cross that out. No one else is downloading anything or uploading.

Are you using the same router you were before and what's the model? Try changing your DNS to OpenDNS's or Google's and see if the problem persist.

NVG510, I haven't got around to setting up the router yet, and I used both DNS servers and both didn't fix anything.

I can't say for sure but I just about guarantee its at&t. I've had experience in the past of terrible throttling from them which results in higher pings. Also, why did you switch from comcast to at&t?
