Hi, i forgot to mention I have another GPU and the the display worked. The fans on the gpu spin for 10 seconds before turning off

This probably means that your GPU is defective.

One way you can tell is by installing your GPU in another computer to confirm if it causes the same issue.

There is an option in most BIOSes to select which graphics adapter is used at boot (iGPU or PCIe GPU) but it don't think it will prevent video output unless the GPU is defective. You can always try to clear the CMOS memory in case there is some corrupted values but I doubt it will solve your issue because the iGPU seems to be working correctly.

How old is the PC you're connecting the RX 580 to?

 

Does the problem persist with CSM enabled? If not, you have a UEFI/GOP issue.

sounds like a dead GPU to me, if another GPU works there's not much more to test except testing the RX580 on another system
