Stuttering & graphical issues across multiple devices

Hello guys,

I have been experiencing a weird stutter/graphical discrepencies across all devices in my home. I have done numerous troubleshooting steps including - complete upgrade of my pc, reinstalls of graphics drivers, multiple clean windows reinstalls, ran OCCT to check for issues with individual components, checked for EMI/RF/EF interference with a bosean 3in1 EMF reader, used multiple multimeters to check for power issues in my home but I am always above 230v stable. I got a new phone, out of the box set it up (connected to wi-fi) and the issue shortly began to show. I recently reset my phone (iphone 16e), used a new icloud and didn't connect to internet and the issue still occurs. My pc began to show signs of screen tearing earlier this year (when this issue started to get worse) and I'm certain that they're related as the issues are the same across all devices. I will provide some video clips of it happening on my tv, phone and pc.

It might be valuable to note that this happens when I take these devices anywhere, if I'm at college my phone does it there, if I take my pc to another house it will also do it there. It's like the devices are infected.

Any help is appreciated as I'm losing my mind here!

I'll include a link to a reddit post I made a while ago which is the issue happening on my pc (old components, still happening the same on new components though)

wow i never heard multiple devices do such wired behavior at the same time, across multiple devices, even your phone does this wired behavior too, i strongly suggest you use the help of a digital security company to analize what is going on, this is the wiredest problem of any digital devices i ever heard, also have you checked if other people see it too? once i was seeing black spots around the house and i convinced there is something wired happening until someone sugested going to a doctor and it turned out to be a problem with my eyes from aging 

building a pc is like choosing a wife, you can build something ugly on the outside but beautiful inside, or you can have something beautiful from outside with no brain, if you be lucky you can build a pc with amazing look inside and out if you have the money, and if you have crappy luck with no money you can end up with an ugly slow pc, so it seems it all comes to what you worth for yourself to spend on what you want to spend time with, if you are confused dont worry i am confused too

Yes I have had this seen by multiple other people, do you see it too in the videos? 

I have spoke to my ISP and they suggest nothing is going wrong with malware, I reached out to a cyber security company and they said this isn't something they deal with (implying that this isn't malware) and I also asked in the PChelp discord and multiple others in the malware text channel suggested this isn't malware either.

I'm completely stumped with probably over a thousand hours of troubleshooting already and I have nothing left to try which is why I'm trying to reach out here and get some attention because this is some strange anomaly that I cannot explain too. But I do have videos showing the issues at hand to show whats actually happening.

But yeah this isn't perceptual as I've had multiple others come to check this out and they're all stumped by it too.

Is anything the same? Are you using the same Bluetooth headset?

 

Focusing just on the computer you take elsewhere... Do you bring anything else with it or just the tower, a favourite mouse you always use or headset? Do you have a list of utilities you always install on a clean computer?  Any optimizing or vendor specific utiltiies like Armoury Create (just an example, not a possible cause) or anythign for RGB etc?

So I've clean installed windows from a USB, downloaded nothing and used a completely fresh keyboard and mouse from amazon and didn't have my headset plugged in at all. Don't use any bluetooth devices at all. It happens to my tv as well and that doesn't use anything related to my pc. Only things in common with it are that its powered by the same power source (being my mains power) and that it's on my Wi-Fi (which my ISP says isn't the issue here). 

All the devices act the same way though, the stuttering the exact same on each and just laggy/stuttery as a whole. Not smooth motion at all. 

But yeah the tv and phone don't have anything the same connected, no apps, even all devices have a different email account.

Literally all that connects the devices are the fact that they're on my power and connected to my wi-fi.
