So no point in upgraiding mobo/cpu?

No. In fact I would just upgrade the RAM for now before upgrading anything else.

1. Budget & Location
Budget: Ideally around $2000USD, but willing to stretch slightly if there's a significant performance boost.
Location: Poland(EU)

2. Aim
This system will be used primarily for gaming  and heavy multitasking (Discord, Firefox with lots of tabs, occasional light streaming, and productivity tools running in the background). I also do some light editing from time to time, but gaming and smooth multitasking are the main priorities. Also I am looking for a case that will allow me to pack everything without sweating. I am thinking to go with am5 platform and maybe radeon card this time?

3. Monitors
I use two 2K (1440p) monitors. I don’t plan on upgrading to a third monitor soon, but I would like a build that can comfortably drive both displays under heavy load.

4. Peripherals
I do not need any new peripherals or monitors. I already have a keyboard, mouse, and the displays mentioned above.

5. Why are you upgrading?
My current setup (RTX 3070 Ti 8GB, i5-13600K, 32GB DDR4-3000) sometimes struggles with performance when driving both monitors — especially when multitasking or gaming and doing something else on the second screen. I feel like I’m hitting a limit, and I’m wondering if a GPU or RAM upgrade (or possibly a platform shift to DDR5?) would help solve the issue. Looking for advice on whether a full upgrade makes sense or if there's a more targeted way to boost performance.

Wow, that must be some serious multitasking. Two things that currently stick out to me are your RAM speeds and your VRAM on your GPU. Multitasking usually calls for more RAM, and lots of high-quality textures in games can struggle with low VRAM, though that may not be the problem since you're mainly on 1440p.

The first thing I'd like you do is to open up task manager when your PC gets sluggish and share a screenshot. That could give an idea of where the bottleneck is.

Could you also please tell me some more about the kind of games you play and what kind of hard drives are you using?

As @Timme pointed out, we need to know your motherboard, psu (model / age), cpu cooler and case.

Here's a start:

Kingston Fury Beast DDR4-3200 64GB (2x32GB) CL16 499,00zł

My current psu is 850. And my current sticks are : G.SKILL RIPJAWS V 32GB (2X16) DDR4 4400MHz CL19 F4-4400C19D-32GVK, and my motherboard PRIME Z790-P WIFI D4, but it was on warranty once because of stability issues.  My ram is struggling as my motherboard had stability issues on higher speeds. So my main goal is to have clear quick pc.

3070Ti has only 8GB of VRAM

Do you know what PSU is it, in same detail you know about your RAM?

That one's decent, especially if you don't reach 850W overall power draw
