From my limited experience it looks like its trying to boot from the hard drive and failed. I never seen this message from a usb key installer. But note limited.

Reset your pc you need to use F8, F11 or f12 or what ever the hell your pc uses for the boot menu why they cant all pick one and stick with it.......... Dont get me started. Select the usb key where your windows image is. if it is booting from the usb key you created maybe the usb not good. What did you use to create it? What settings did you pick?

I use window media creator from microsoft to get my image file

then rufus to burn that image onto a usb stick

Theres a million better places to get info on these programs but ill check in if ya need help.

Clever buggers will be along soon to help for now your stuck with me lol

building a pc is like choosing a wife, you can build something ugly on the outside but beautiful inside, or you can have something beautiful from outside with no brain, if you be lucky you can build a pc with amazing look inside and out if you have the money, and if you have crappy luck with no money you can end up with an ugly slow pc, so it seems it all comes to what you worth for yourself to spend on what you want to spend time with, if you are confused dont worry i am confused too

also this might be irelevent but since you didnt specify what is the components, are they older parts or newer part it also can be mbr and gpt problem while you are writing the flash, choose mbr or gpt based on your motherboard suppourted type, usually older pcs use mbr and newer pcs use gpt, if i am not mistaken also if you type the error code you are geting in the google, you get tons of information about it, also you can use the help of chatgpt or copilot inside the microoft bing on another pc or your phone, i usually use copilot on bing on my phone, but always take its answers with a grain of salt, its answers not always correct or accurate

make sure you use gpt when trying to write on the flash with rufus and disable secure boot to see if it chages behavior and use a chatbot like copilot if it didnt help try another storage device if you have around

Rufus is a free download, I'm sure you can find it.

Then essentially follow the instructions.

The talk about GPT will make sense once you use Rufus.

essentially you want to create a new bootable usb. Rufus will ask for an image to use, then browse to the Windows image you downloaded.

(hopefully you have access to another computer to do this.)

i got this from gemini on your motherboard please enter bios and try it

To enable Secure Boot on an ASUS Z790 Gaming motherboard, you need to access the BIOS/UEFI settings and navigate to the Secure Boot section. Set the "OS Type" to "Windows UEFI mode" to enable Secure Boot. You can also disable Secure Boot by setting "OS Type" to "Other OS

Steps to Enable Secure Boot:
  1. Enter BIOS/UEFI: Power on your computer and press the Delete key (or F2, or other key, depending on your specific motherboard) repeatedly to access the BIOS/UEFI settings.

  2. Advanced Mode: Go to the Advanced Mode (usually by pressing F7 or clicking "Advanced Mode" in the BIOS interface).

  3. Navigate to Boot: Go to the "Boot" or "Secure Boot" section.

  4. Select Secure Boot: Choose the "Secure Boot" option.

  5. Set OS Type: In the Secure Boot settings, select "Windows UEFI mode" to enable Secure Boot.

Steps to Disable Secure Boot:
  1. Follow the steps above to enter the BIOS/UEFI settings and navigate to Secure Boot.

  2. Set OS Type: In the Secure Boot settings, select "Other OS" to disable Secure Boot.

also for mbr and gpt problem whichi think most likely is the root of your problem this is what gemini said:

To set MBR or GPT on an ASUS Z790 Gaming motherboard, you'll need to access the BIOS/UEFI settings and configure the boot mode. Generally, for newer systems and Windows 11, GPT with UEFI is recommended. However, if you need to use MBR, you can enable Compatibility Support Mode (CSM) in the BIOS.

Steps to Configure Boot Mode:
  1. Enter BIOS/UEFI Setup: Restart your computer and repeatedly press the key (usually F2, Delete, or Esc) to enter the BIOS/UEFI setup.

  2. Navigate to Boot Settings: Look for a "Boot" or "Advanced Boot" section in the BIOS settings.

  3. Configure Boot Mode:
    • UEFI/GPT: Ensure "UEFI" or "UEFI Boot" is selected as the boot mode. If you have a GPT drive, this should be the preferred option.

    • CSM/MBR: If you need to boot in MBR mode, you'll need to enable "CSM" (Compatibility Support Mode). This allows the system to boot from legacy MBR disks.

  4. Save and Exit: Save your changes and exit the BIOS/UEFI setup.

Important Considerations:
  • CSM:
Enabling CSM allows booting from MBR disks, but it also disables some security features like Secure Boot.

  • Windows 11:
Windows 11 requires UEFI and GPT for the boot drive. If you try to install Windows 11 on an MBR disk, you might get an error.
