It adds a level of complexity, is all. Nothing too complicated though. You install it either on top or on front, on the places the fans go. It's really easy, but an air cooler is even easier.
Some people just don't like the idea of a liquid in their PC. I used air cooling for 25 years or so, water for about 10 almost. I started with water on my 8700K machine I build back when.
In your build it can be useful if you want to let the CPU run a little bit more. The cooler you can make a chip, the faster it can run. AMD chips will try to run to 85/90c, so if you can give it more cooling, it can run a higher clock frequency at that same heat level.
Now will this be amazingly noticeable? No. But it'll give you a few more frames. Then again, if you can use that money for a 9700X instead of a 9600X, then I would do that.
Always go for the biggest bang for buck spent. Once you have the best stuff you can reasonably get, then you try to wring the most out of it, IMO.
For you, stick with a cheaper air cooler and the cheaper CPU. When you get a 9800X3D, then look at 360mm AIO CPU Coolers.
