Lossless scaling gpu usage drops

Can someone advise me on lossless scaling pls, something really not right with it, if I enable the normal 2x mode my gpu usage drops from 99 percent to 80 percent despite being uncapped frame rate and it’s going all stutter 
Any idea why gpu usage is dropping like that ? It’s every game
is there a setting I’m missing

- 4000 32gb ram 

-4070ti super duper
