I want to upgrade my CPU to either AMD Ryzen 7 5700 or 5700x. Which one is better? Or anything better than this? I want to stick to AM4 platform.

Mainly, I use it for my development/programming. I play some casual games like GTA V, Horizon Forbidden West, Red Dead Redemption 2 and others.

Budget: USD ~150 
PC Spec:

AMD Ryzen 5 3500

G.SKill RAM 32GB (3600MHz) (16x2)

MSI PRO B550M-VC WiFi ProSeries Motherboard

MSI Geforce RTX 3060 12GB (Ordered Gigabyte Geforce RTX 5060 TI)

the 5700x is the better/faster cpu

Despite only differing by a letter, the 5700 and 5700X aare completely different CPUs. The 5700 is monolithic and has much less cache when compared to the 5700X, so in most workloads the 5700X is significantly faster. Avoid the 5700 if at all possible, it performs more like a 3700X than it does a 5700X.

It's a slightly higher clocked 5700X. If they're the same price, sure go for the 5800XT, but I'd probably save the money and go for the 5700X instead. The performance difference is quite minimal.

both are at same price on Amazon. the significant difference I see is 65w vs 105w, apart from a small difference in clock frequency. Do you think it will make a difference in any way?

If they're the same price get the 5800XT, it is the better binned part. If you care about the power draw difference, set a power limit, and because the 5800XT is better binned it will likely still perform better (only marginally, but it is still technically expected to perform better).
