General rule of thumb: Upgrade, if the system no longer does what you need it to. As long as it plays the games that you want to play at frame rates and quality settings that are acceptable to you, there's no hard need to upgrade.

Of course if you want to upgrade, by all means do. Though given current prices, if you can make your system last longer, I'd consider keeping it as long as possible.

I currently own a 8700k and a 3080 10GB. I mostly play games (TLOU 1\2, Days Gone, Doom, etc.) on 1440p ultrawide and 4K. Never have seen GPU utilization get capped, hit 100% easily and so I am wondering if I need to upgrade at all.

Thanks in advance for your help!

Doubtful your GPU is being utilized 100% since that CPU at stock won't supply it with enough.  You may want to look at your CPU usage, not just in total but how the individual cores are loaded.

8700K is a great chip but it's eclipsed by many of the more modern gen chips by a good bit.

I do get stutters or some frame drops instances but given the current scenario I am wondering if a 7800X3D is still a good deal 😁

I'd upgrade the CPU. That thing is pretty old, and likely holding you back.

I'd see if you can get a used one, or one pretty cheap. Personally once something is almost 3 generations old I have a hard time justifying retail pricing.

You never "need to upgrade" if you are using a pc from 1998 and it works fine, you don't need an upgrade, you however should get an upgrade if any particular componenent or all components are not performing well enough eg: ryzen 3 4100, and 100% utill at 2chrome tabs and you can barely game, means you might want an upgrade. If you want a CPU upgrade go for a used 9900k or AM5
