GPU red LED on

Hi. On my gigabyte motherboard the red LED for the gpu is on and there is no output on the monitor. I tried another pcie slot but it didn't change anything, I also took out the cable extensions but the problem persisted. I also tried reseating the ram and cpu and also reseting the BIOS because I didn't know what else to do but the problem is still there. Can anyone help me?? BTW it is not the gpu because I have the same issue when I try to use the integrated graphics.
