Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 

I build a computer every 5-6 years and looking at suggestions on this build with what I added, also case fans and Io suggestions here (not sure what I should be looking at)

Any particular reason why you need all the cores on the 9950x over a faster gaming CPU like the 9800X3D ( Still 8 cores, 16 threads ) ?

6000Mhz CL30 is the sweetspot for RAM.

That powersupply is very very expensive and overkill.

This Corsair RMx PSU will do the job equally well, still with 10 year warranty ( You could use a 750w for this build btw )

Sure, no problem!

You can of course change the RAM out if you want for something with RGB like you previous choice.

Just look for 6000Mhz CL30 🙂 

 

Just some more information here.

Here is a 14 game average at 1080p ( To stress CPU more ) with an RTX 4090 

You can see how the 9800X3D just dominates and is significantly faster than the 9950x in gaming.

The X3D cache is highly beneficial in gaming.

Regarding the PSU as well, I personally ONLY use Corsair RMx PSU's.

I have 4 and a RM1000X 2024 model in my own build.

There are even cheaper 850w PSU's on the market if you want to go a bit cheaper here.

I just really like the RMx's reliability.

 

The X870 Tomahawk is also a more 'premium' motherboard and you can also save a bit of money here by going with a cheaper option.

But it IS a solid option and 50 bucks saved really isn't what makes or breaks the budget here.

It all depends on your willingness to spend money and budget.

For case fans I personally really like BeQuiets Silent Wings Pro 4.  They are black, silent and good looking. They are quite expensive however.

The 9070 XT and the 5070 Ti are better suited for gaming at 1440. Of those two cards the 5070 Ti is the better of the two. Here's a few suggestion including a case with better airflow not to mention it's a dream to build with especially if using an AIO. ATX 3.1 psu for that 5070 Ti. DDR5-6000 CL30 so that you don't have any problems getting your rated timings.
