Monitor: Gigabyte M27Q-P running 2560x1440@165Hz over DisplayPort 1.4

Computer: Ryzen 7 7700X, Gigabyte B650M Aorus Elite, Radeon RX 7800 XT, all drivers up to date

 

Today I began noticing this "stutter" happening to my screen whenever I have a game open. Exactly once per second, it makes all inputs jump back by several frames, even if you're doing something outside of the game. Adjusting the game's frame cap or my monitor's refresh rate in any combination doesn't seem to help it at all. I have tried using the frame limiter built into MSI Afterburner, and while it does smooth out frame times, the monitor itself still has the 1Hz blips. It isn't so bad that games are unplayable, but it is visible enough that I would like to find a solution sooner rather than later.
