The higher number should tell you that much (joking, but it's true here) value wise that might change with fluctuations but I'd still go 9800x3d

is ~4% performance gain worth an extra $150-250 for the 5070 Ti over a 9070 XT? Also, at 4K the difference between differences is maxed out, its even less of an improvement at 1080p and 1440p (2-3%)

Which one is better will largely depend on your budget and what games / apps you plan to use. The 9800x3d is better but more expensive. Either one is good tho and should serve you well for a year or two.
