I bought a cyberpower pc prebuilt and it came with a bad AIO cooler that got my cpu averaging 95-100c when i was gaming and around 70c while idle. However i bought a new cooler and although my max temps never really over 85c even if im running cinnebench, my cpu is still idling at around 60+c. My cpu is constantly at 5.0 ghz, even with 10% utilization.  The cooler i got was the ROG ryou III i believe i dont care to check right now but it was like $200 and i expected it would be able to allow me to idle around 30-40c. can ANYONE help me get my temps down on idle without taking away performance? i didnt think i would have to listen to a spaceship take off at all times once i put my new cooler in but that seems to be the only way it stays at a good temp, and yes the contact on the cpu is good

Well the 14900K is one of the hottest, if not the hotttest possible CPU you couldve bought.

What case do you have?

Where is your AIO?

What case fans do you have?

What AIO fans do you have?

Is your room or air temp hot?

Do you have a windows power plan on?

If not, what is your minimum processor state in windows power management?

let me show a better picture of my cpu speed. maybe i dont quiet understand how it is supposed to be running but even then im still having temp issues so i just want to hopefully fix this so im not being constantly bombarded by my insane fan speeds that are going on in my pc.

That seems decently normal for a 14900K

my case is a fishtank type with a glass front and side panel with intakes on the side of the computer. 
my aio is on the top of my case, 360mm with the pump below the radiator, ROG ryou III($200 cooler)
AIO fans are the ones that came with the cooler, i assume high quality.
my room temp is normal or cold, i constantly have a window open next to my pc so theres a constant breeze of cold air running DIRECTLY into my pc.
my windows power plan is on balanced, and yes ive already tried the minimum processore state being set to 5%

Also what speed is your pump running (probably in % be handier)

i thought that too when i got the pc, i swapped the intake on the side the other way around but turns out even if they look exhaust they actually are intake. i physically tested it which i was surprised cyberpower would have reverse fans or whatever as the intakes as the last pc i got from them they werent like that and i had to turn them around.

What is your pump speed running at?

when i put the thermal paste on i put it on normal just a few lines, i may have added slightly extra but nothing out of the ordinary.
honestly no idea what a retention bracket is, the cooler game with the LGA socket adapter but honestly ive put AIOS on in the past without the bracket and never had any issues with temps. 
my pump speed i went into the bios and i maxed which didnt seem to fix the heat issue

i would imagine if the cooler had poor contact it would also overheat while under 100% load stress tests like cinnebench but under load the cpu gets to completely normal temps under 85c and i think the highest it spiked to was like 89

A retention bracket is something new that LGA 1700 has been found out can be needed, at the CPUs are so long and are only held with pressure in the middle they bend a little which means botched contact with the cooling plate, not poor contact like youre saying, but just not as good, the below is exaggerated

Another issue is that the ROG AIOs just...arent all that great tbh

although ROG isnt super reputable in the AIO realm i did some extensive research (i was also kinda impatient) but i found that the ryou (as well as 1 other) were actually near the top of the lists for performers. Maybe i can get a retention bracket to see if that helps with CPU contact though, that seems it could be the issue maybe.

I did some research there myself and theyre actually really not too bad, just expensive, thermalright sell a retention bracket for about 12 quid

Ive been looking around a bit at cyberpower fans, youre sure theyre reverse bladed fans? and intaking air through the side? Otherwise you could be starving your AIO of air hence the high temps

In regards to high idle temps, do you have High Performance Profile enabled in Windows? This keeps the CPU clocks high at idle, meaning more heat at idle. 

You can also enable Intel defaults in BIOS instead of using ASUS stock settings, this should lower overall power usage and therefore lower heat. But will also lower performance a bit. 

And speaking about BIOS; are you using latest BIOS? Intel released some very important fixes that would keep your CPU safe in the long run.
