Get the NVME. They are so much faster than HDD’s, up to like 400% faster. This will boot up faster, download games faster, and pretty much everything file transfer will be faster.

Get cheapest NVME for 4TB storage, if it's just games it won't really do too much harm being cheapest.

 

2TB on the other hand, slightly better, since you want windows.


Or you can just get single decent 4TB drive for Windows + other, and use the other drives, and use important games/files on NVME.

Unless there's a good reason not to... nvme drives. 
If you have an older system it might not be worth setting up an nvme drive as a boot drive over a SATA drive. 
With that said for secondary storage PCIe to nvme adapters are as low as $5.
