This morning when I woke up the computer did not want to turn on, I pressed the back button of the PSU and removed the cable, when I removed the cable it made an electrical sound and the LEDS on the motherboard did not go away until a long time had passed. Does it mean that my motherboard has a problem with electricity? (When I say a long time I mean like 20 to 30 secs)

No, leds are low power. They will sometimes remain lit until the residual power stored  within the capacitors in the psu/motherboard have drained.

The electrical sound is normal when you interrupt or connect power to a circuit (power supply in this case).

I think you can plug it back and try booting again.

When you say that the computer won't boot, what exactly happened ? Nothing at all, the leds turned on, the computer was booting normally but the screen was balck ?

When you say that the computer won't boot, what exactly happened ? Nothing at all, the leds turned on, the computer was booting normally but the screen was balck ?

But is it normal when the power switch is off? 

 

The pc didn't turn on, I can see the LEDS but nothing happened when I pressed the power button. I unplugged it, went to brush my teeth and when I plugged it back in it turned on the first time.

The power switch does not discharge the capacitors. So, it is possible that you get some charge left for many seconds after turning off the power switch.

This may happen sometimes. May be dust in the power button, the PSU was in protection mode and needed some time to reset or simply an unknown glitch.

If it does not happen again, all is good.

Lil update: Happened again yesterday but today it worked the first time, wtf is going on

It may be a power supply issue. A power supply that is slowly going down can exhibit those symptoms. But some other components can do that too. To be sure, you can test with another power supply.

What exactly do you mean by it not turning on:
* No output to the display
* No fan movement at all within the PC, no LED's, no sign of life at all

Did you check which LED's were on when in this state, if any?

If you're on AM5 sometimes the PC does memory training ( fans spinning, LED on RAM, and no display ) it can take a while ( usually between 4 and 15 mins )
