Weird Fan ARGB problem

For some reason whenever i turn on my pc, there is a random chance that my case fans aswell as the liquid cooler will light up very dimmly it is completely inconsistent but usually after around 1-4 shutdowns and reboots of the pc, no matter what i do the fans stay turned off until i turn on and off the psu after which it works fine until it doesnt. I've been struggling with this problem for about 3 months. I dont think it's a faulty pin connector as it without fail always works fine after a psu restart, but then again I don't know much so any suggestions are welcome.

If the PC shuts down and reboots as well as the fans being dim, it’s probably a PSU issue. It’s not distributing the power correctly and giving the fans/pc incorrect power which is why it’s rebooting randomly.
