For gaming, definitely a 7800X3D if you can afford it.

Intel CPU's do use more power and the 13th and 14th gen has had issues with degredation.

I would pick a Ryzen 7600x/7700x over any intel CPU for gaming as well. Even a Ryzen 7600x would be a great increase in performance over your 9700k.

I went from a overclocked 9900k to a 7700x and saw a decent improvement in framerate with my RTX 4080 and a massive jump in the 1% and 0.1% lows / stutter.  My 4080 is of course faster than the 3070.

In gaming the 7600x and 7700x are equal.

Whats the budget?

 

The 7800x3d is currentlt the second best gaming cpu with the 9800x3d being in first.

 

However its expensive and if you dont need that power dont get it per se.

 

What games feel like an issue?

 

Oh and avoid 13th and 14th gen not only do comparable gaming cpu's to the 7800x3d(13900k/14900k) consume like 3x the power they also have a hardware degradarion defect that is patched in software and firmware now but we dont know if that will help in the longer run
